Background

Under the guidance of the Management Advisor, the ICT Associate is to provide daily technical support for users of information management tools and technology infrastructure in the designated user department. The incumbent has to be competent in the technical aspects of information systems -- daily support, training, implementation, and effective change management. The ICT Associate should ensure 100% availability of the technology environment. System support includes both corporate and user area specific technology environments. The ICT Associate also responsible for the review and advice on the use of new technologies that will enhance the assigned units' productivity. For his/her function as Intranet/Web page manager, the ICT will report directly to the Management Advisor, while reflecting the IT standards of UNDP/OIST.

Duties and Responsibilities

1. Effective functioning of hardware and software packages

  • Propose tools and methods for improving effectiveness.
  • Provide advice and assistance in maintenance of equipment and acquisition of hardware supplies making routine repairs and change of hardware electronic components.
  • Install and relocate the unit's hardware and coordinate equipment servicing.
  • Collaborate with Information Systems and Technology staff :
  • in the installation of commercial and in-house developed software and related upgrades. Identify installation options specific to the unit's needs for resolution of problems/questions that cannot be resolved by the unit technical support team.
  • Inform users of facilities and services available and advise staff of environmental changes. Coordinate setting of priorities for use of unit's technology.
  • Provide assistance for data access, transfer and conversion.

2. Network Administration

  • Coordinate requests related to network with OIST.
  • Respond to user needs and questions regarding network access.
  • Maintain up-to-date parameters of information for the network clients and electronic mail.
  • Operate network utility procedures:

- Request network users and security attributes
- Establish directories, menus and drive-mappings
- Configure network printers and provide user access

  • Troubleshoot network problems and monitor:

- File server traffic, usage and performance
- Network security access and space usage
- Follow up with staff for corrective measures

  • Advise and assist users in backup and restore procedures for local drives. Maintain backup logs; determine critical versions of data, and execute related archiving procedures.
  • Virus detection, removal and prevention for all systems in the bureau. Keep virus detection and removal software facilities up to date.


3. Administration

  • Maintain an up-to-date inventory of the unit's software and hardware; draft requests for procurement and process component deliveries.
  • Maintain a library of reference materials, develop procedures for usage, and provide related information to staff.
  • Maintain an inventory and stock of supplies and spare parts for the unit.
  • Keep log of reported problems.
  • Provide advice on and assistance in procurement of new equipment, provide technical specifications and information on best options, review of quotations and bids.

4. Web Management Services

As Intranet Manager of DOCO:

  • Identify opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profiles systems, knowledge management systems).
  • Create/maintain the intranet ensuring that the content is updated and meets the requirements of UNDP.
  • Train the suitable staff members of the unit to generate HTML pages for the site, using the UNDP standard software.

5. General tasks:

  • Compliance with corporate information management and technology standards, guidelines and procedures for the unit's technology environment.
  • Supervise and train the designated office/ bureau OTCs or line staff.
    Identify and implement information management practices that enhance the office/bureau's effectiveness.

6. Facilitation of knowledge building and knowledge sharing

Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Organize trainings for the staff on ICT issues, as appropriate
  • Maintain staff training profiles
  • Sound contributions to knowledge networks and communities of practice

  • In-depth knowledge of corporate systems. Good knowledge of UNDP corporate ICT strategy technical standards and infrastructure is an advantage.
  • Knowledge of Netware, Windows XP and 7, Microsoft Office Suite, PC/LAN operating systems, Database management and Graphics software and other IT applications support.
  • Ability to provide input to business processes re-engineering, elaboration and implementation of new systems experience working in an international organization in an administrative capacity.
  • Knowledge of UNDP rules, regulations and policies including administrative procedures and guidelines.

Required Skills and Experience

Education:

  • Secondary education and formal trainings on IT systems, business software (Microsoft office, Microsoft access), and web based applications.
  • University Degree is desirable, but it is not a requirement

Experience:

  • Minimum of 6 years of relevant experience is required in network administration and use of hardware/software, telecommunications facilities.
  • Knowledge of database packages and experience in web maintenance.
  • Successful completion of UN ASAT (Clerical) test.

Language Requirements:

  • Fluency in written and spoken English.
  • Knowledge of another UN language is an asset
